Added on/off tooltip and finalize speeds

Speed ranges from -5 to 5 and received a final boost.
It is now possible to turn on or turn off the tooltips by going to the topright corner of the sequencer.
Tooltips are the shown information when changing the instrument or the sequencer speed.
